Including TxSP in the 2026–27 district budget ultimately reflects how seriously the district takes student safety, behavioral health, and legal/compliance risk. When districts and campuses have a comprehensive, structured framework like TxSP, they are better able to:
- Identify and respond to student needs early, before they become crises that disrupt classrooms and campuses.
- Coordinate counseling, behavior, and intervention efforts across schools instead of relying on isolated campus-level efforts.
- Document their efforts in ways that protect the district when incidents are reviewed by TEA, OCR, or in litigation.
Risk Management Tool
Financially, TxSP is a risk‑management tool as much as it is a student‑support framework. The cost of one serious incident, one preventable placement, or one compliance failure can easily exceed the annual investment in TxSP—in legal fees, compensatory services, staff overtime, and community trust. By budgeting for TxSP, the district is actively reducing the likelihood and impact of those high‑cost events.
Connectivity Tool
Strategically, TxSP provides the district with a coherent structure to tie together initiatives you are already funding: MTSS, school counseling, behavior supports, restorative practices, special education, Section 504, discipline, attendance, truancy, etc. Without that structure, you end up paying for disconnected programs that do not add up to a measurable, defensible system. With TxSP in the budget, you can show the Board and community that your spending on school operations and student support is integrated, data‑driven, and aligned with best practice.
Building Capacity Tool
Finally, continuing TxSP funding preserves momentum and capacity. When you do not fund a system like TxSP, you do not just “pause” your structure and consistency—your staff becomes less independent, routines become inconsistent, and credibility is compromised. Rebuilding that capacity later is far more expensive, and in the meantime, your campuses operate without a reliable, districtwide framework for responding to student need and safety concerns.
