There are many facets of school district operations to manage. Over the past few years, the District Operations section in Texas School Procedures has grown, and we recognize that districts may use different titles for similar responsibilities. In some smaller districts, only a few people at the district level may oversee all operational areas.
To make things easier for everyone, we have removed the “for whom” tags on topics (for example, “For Adm Svs.”) and are listing only the topic title. We hope this change will make it easier for you to find what you need in the District Operational section. And don’t forget to use our search feature. Knowing what belongs in a student’s cumulative folder—and what does not—is essential for protecting confidentiality, complying with FERPA and records laws, and ensuring that educators have accurate, relevant information to support each student’s progress over time. Clear guidelines prevent sensitive or informal notes from being stored in the wrong place, reduce legal risk, and help records transfer smoothly when students move campuses or districts.
The campus records manager plays a critical role in this process by overseeing the creation, maintenance, security, and purging of cumulative folders in accordance with district policy and legal requirements. This includes training staff on what to file, monitoring access and confidentiality, ensuring timely updates and transfers, and coordinating retention and destruction so that student records remain complete, accurate, and properly protected throughout their life cycle.
